C++ Under the Sea is a conference in the Netherlands, featuring speakers across industries who share insights and wonders about C++. Located in beautiful Breda, C++ Under the Sea is easily accessible by train from several countries, and with convenient airports as well.
The conference is an extension of the Dutch C++ meetup group, which has enjoyed regular meetings at high-profile venues across the Netherlands since 2013, with over 1,800 members.

The Dutch C++ Meetup group has enjoyed many high-profile speakers from around the world since its inception years ago. These have included members of the ISO C++ committee, well-known C++ trainers, and many industry professionals working in northwest Europe.

Kevlin Henney
Kevlin Henney is an independent consultant, trainer, speaker and writer. His development interests and work with companies covers the range from technologies to techniques. He has been involved in various committees, including the ISO C++ committee and the BSI C++ panel. He is a contributor to the Modern Software Engineering YouTube channel and has written for and been a columnist for many publications, including The Register, CUJ, C++ Report and the O’Reilly Radar. Kevlin is also co-author of two volumes in the Pattern-Oriented Software Architecture series, editor of 97 Things Every Programmer Should Know and co-editor of 97 Things Every Java Programmer Should Know.

Hana Dusíková
Hana is co-chair of Evolution Working Group and chair of the Study Group for Reflection in the C++ committee. Her main interest is meta-programming and constant evaluation. She has authored multiple papers extending C++ constexpr capabilities. She is known for being the author of the CTRE (Compile Time Regular Expressions) library and some others. She has given many talks about the library and other topics on various topics (data structures, asynchronous programming, distributed update systems).
When she is not breaking compilers, she likes to commit crimes with JavaScript which she loves, and sometime wishes C++ was more like JS.
She has an Italian greyhound name Charlotte and loves landscape and panoramic photography.

Matt Godbolt
Matt Godbolt is the creator and primary maintainer of Compiler Explorer. A C++ developer based in Chicago, he works at Hudson River Trading and is one half of the Two’s Complement podcast. His career has been a steady journey deeper into the machine: from writing rendering engines for video games to years working on low-latency trading systems. His recent Advent of Compiler Optimisations series explored things compilers do that feel like magic.
When not hacking on Compiler Explorer, Matt likes to write emulators for the computers he grew up on: the ZX Spectrum, BBC Micro and Sega Master System.

Dr. Daisy Hollman
Dr. Daisy Hollman is a distinguished software engineer and programming language expert, known for her impactful contributions to the C++ standards committee since 2016. She has worked on C++ language and library design at Google, and more recently joined Anthropic, where she explores the intersection of programming languages and AI systems.

Phil Nash
Contemporary C++ Testing
Phil is the original author of the C++ test framework, Catch2, and other open source software, including the in-development Catch23. As a member of the ISO C++ standards committee, former co-host of CppCast, and many other roles in the community, he is now back working full time on code at Bloomberg.

Robert C. Seacord
What’s New in Undefined Behavior
Robert C. Seacord is Standardization Lead at Woven by Toyota and Convenor of the ISO/IEC SC22/WG14 international standardization working group for the C programming language. Seacord is the author of several widely read books on C and C++ programming, including Effective C, Secure Coding in C and C++, and the CERT C Coding Standard. His work spans compiler behavior, language semantics, memory safety, and the practical implications of undefined behavior in production software systems. His books span computer security, legacy system modernization, and component-based software engineering.

Artemy Pestretsov
Debugging constexpr Evaluation
Artemy started as a C++ developer, taught programming languages at university, and then moved into making developer tools at JetBrains. He’s worked on IDEs such as PhpStorm and Fleet (now AIR), including integrating dataflow analysis with the debugger to help developers understand and predict code behavior. Passionate about developer productivity, he eventually found his way back to C++, leading CLion and later taking responsibility for JetBrains’ C and C++ direction. He is now Head of C and C++ Ecosystem at JetBrains, focused on improving the day-to-day experience of C and C++ developers through better tools and workflows.

Basit Ayantunde
Beyond Templates: Building a Runtime-Compiled C++ Engine for GPU Data Processing
Basit Ayantunde is a Senior Systems Software Engineer at NVIDIA, where he works on RAPIDS, building high-performance GPU-accelerated software for data science and analytics. He specializes in modern C++, systems programming, and GPU computing, and is an active contributor to open-source projects. Basit is passionate about developer education and regularly shares insights on software engineering, performance optimization, and emerging technologies.

Roi Barkan
Refactoring Towards Structured Concurrency
Professional software developer and architect since 2000, Roi’s main focus throughout his career was on high performance and distributed systems, implementing complex and innovative algorithms. Roi is the SVP technologies of Istra Research, where he helps creating low latency financial systems. Prior to working for Istra Research, Roi spent 12 years in software development, architecture and management in the IT Security field. Roi received his B.A in Computer Science with high honors from the Technion in Israel, and his executive MBA from Tel Aviv University.

Tonni Tielens
C++26 Reflection
I’m a passionate software developer and architect for about 22 years now. I’ve always been a fan of C++. Although I develop in many different languages, C++ is still my favorite langauge. Partly because it’s a complex language with many footguns, and partly because, with a bit of discipline it becomes such an easy to use language.
With that in mind, since a few years, I started teaching modern C++ to various programmers. Ranging from very experienced C or C++ programmers that were stuck in old idioms, to beginning programmers.
I always tell my students that I’m not Bjarne Stroustrup or Herb Sutter. I don’t know the standard by heart, and I have no ambition to do so. I know C++ mostly from a practical level.

Victor Ciura
Kinds of Invariants
Victor Ciura is a Principal Engineer on the Rust tooling team in Microsoft DevDiv, building the compiler toolchain and libraries needed for the broader 🦀Oxidizer effort across the organization and Rust open-source community.
Spent the last 25 years doing systems programming in C++ on various teams, such as: Visual C++ (DevDiv), Advanced Installer, Clang Power Tools.
He’s a regular guest at Computer Science Department of his Alma Mater, University of Craiova, where he gives student lectures & workshops on algorithms and optimization techniques, using modern C++, Rust, Haskell.

Mark is the CTO of Undo.io and has spent the last 12 years working on time travel debugging and, now, runtime context for coding agents.
In previous lives, Mark has been an embedded firmware developer for smart material control systems, a kernel developer and a virtualisation engineer.

Fedor G. Pikus
Concurrent Data Structures for Modern Hardware
Fedor G. Pikus is a Technical Fellow and the Director of the Advanced Projects Team at Siemens Digital Industries Software. His responsibilities include planning the long-term technical direction of Calibre products, directing and training the engineering teams, overseeing the design and architecture of the software, and researching new design and software technologies. His earlier positions included Chief Scientist at Mentor Graphics (acquired by Siemens Software), Senior Software Engineer at Google, and Chief Software Architect for Calibre PERC, LVS, and DFM. He joined Mentor Graphics in 1998, making the switch from academic research in computational physics to the software industry. Fedor is a recognized expert in high-performance computing and C++. He is an O’Reilly author and has written three books on C++ and software design. He is a regular instructor at the CppCon Academy, leading two of the best-attended classes, and has presented his work at CppNow, CppCon, CppNorth, SD West, DesignCon, and in various software development journals. Fedor holds over 30 patents and has authored over 100 papers and conference presentations on physics, EDA, software design, and the C++ language.

Lieven de Cock
Several easy ways to increase the quality of your code, make them yours
Lieven is a passionate software developer, architect, team lead, manager, coach, mentor, with 30 years of experience. He is passionate about C++, software craftsmanship, and clean code. His career started in the text-to-speech domain and then moved to video recognition technology for traffic environments. During the last 16 years he is active in the satellite communication industry. Since spring 2026, he founded his own consulting company CppDriven, providing services in coaching and workshops for teams on modern C++ and it’s Eco-system of tools. He will guide you through the evolution of C++ and mentor you on improving the quality of your code and testing practices. Lieven also contributes to several open source projects and is the lead developer of the open source IDE Code::Blocks. He is also the lead coach of the Coderdojo division in Ghent, Belgium where he lives. A major focus is on sharing knowledge on C++, coaching people to grow in C++, and maintaining and raising the bar on quality.

It’s easy to copy and paste C++ from an online source – or let your bot write it for you – but how do you know if that C++ is good? It takes practice and intention to think through the implications of the code you are writing and reviewing. In this workshop you’ll learn some skills for how to recognize good C++, and how to make thoughtful and intelligent decisions in your code and in your PR reviews.. As with all of Jason’s courses, we’ll focus on how to write clean, safer, maintainable code that performs well by default.

Modern CPU Architecture and Efficient Use of CPU Resources
Why does logically perfect C++ code often perform terribly in production? Because algorithmic complexity (O(N)) is only half the battle; the other half is the silicon. In this intensive 6-hour workshop, we will tear down the abstraction layers between your C++ code and the bare metal, teaching you how to stop fighting the hardware and start weaponizing it. We will explore the hidden realities of the CPU pipeline, utilizing micro-benchmarking and machine code analyzers (like LLVM-MCA) to expose exactly what the processor is doing behind your back.
You will learn how to maximize Instruction-Level Parallelism (ILP), sidestep severe speculative execution penalties, and master the techniques of branchless computing. Moving beyond the core, we will cross the CPU-memory gap to dissect cache hierarchies, exploit predictive hardware prefetchers, and diagnose catastrophic memory conflicts that silently cripple throughput.

Breepark is a new and modern conference facility in Breda, the Netherlands. Easily accessible by public transit from downtown Breda and by train from surrounding countries.


How to get to Breepark
High speed trains run from Amsterdam and Schiphol to Breda. From Breda Centraal station you can take the Bravo (Arriva) bus or taxi to the venue.
Breepark is located directly on the A27 and therefore accessible by car. Plus, there are more than 2,000 free parking spaces!
If you are planning your journey from abroad, you can book your international journey to Breda with NS International train.
It is super easy to reach the venue by bus from Central Station in Breda. You can view the current timetable of Arriva bus here.
Breepark has its own bus stop: bus line 170 stops a one minute walk from the main entrance.
